Northern Netherlands speaks with Eurocommissioner Roswall on circular economy

Last April, Provincial Executive Friso Douwstra, on behalf of the House of the Dutch Provinces in The Hague, met with EU Commissioner Jessika Roswall. The discussion focused on the circular economy, with special attention to the harmonization of European End-of-Waste regulations and the role of regions in accelerating circular innovations.

Standardization of End-of-Waste Rules

Douwstra emphasized that the current lack of harmonization regarding the End-of-Waste status leads to legal uncertainty and hinders cross-border cooperation.
“For a well-functioning circular economy in Europe, it is essential to establish European standardization in this area,” said Douwstra. “This will create a level playing field, strengthen our economic position, and stimulate innovation.”

Smart Use of European Funds

The conversation also touched on the value of European funding instruments such as the European Regional Development Fund (ERDF) and Horizon Europe. The Northern Netherlands has successfully combined these funds, including within the European project European Circular Innovation Valley (ECIV). This approach enhances the innovative capacity of SMEs and supports the regional transition to a circular economy. Douwstra stated: “We ask the European Commission to continue supporting the availability of these (cohesion) funds.”

Invitation to the Circular Summit for European Regions

Finally, Douwstra presented an official invitation to Commissioner Roswall to participate in the Circular Summit for European Regions, which will take place from June 10 to 12, 2025, in Leeuwarden. The summit will bring together European regions, networks, and institutions with the goal of accelerating cooperation and implementing circular solutions in both policy and practice.

“It was an open and constructive dialogue,” Douwstra said. “Across Europe, we see growing ambition to work towards strategic autonomy, with a focus on sustainable economic growth and competitiveness. The Northern Netherlands is ready to play an active role in this effort.”
